Compare priority:

  1. Empathy
  2. Rapport
  3. Will

Hint: GMs, for a simple option, pick your most advantageous NPC to determine your place in the turn order, and let all your NPCs go at that time. You could also break your enemies down into functional groups and have the groups go together to break up the flow and rhythm of combat.
